Implement West Lebanon Charrette Studies (PLN)

Current Status
Negotiations continue with NH DOT to acquire a portion of the railyard and develop it into a recreational area. NH DOT has conceptually approved design for multi-use path along CT riverfront. NH AG is not agreeing to terms of environmental liability ownership, potentially stalling land ownership transfer indefinitely. WLRC and EDC analyzed the potential benefits of creating a TIF district in West Lebanon. The discussions were put on hold in the absence of a defined public improvement to be undertaken.

Property acquisition negotiated, closing completed May 2023. RFP for Main Street parcels issued March 2024 for potential redevelopment proposals. No viable responses were received. The City is now initiating direct discussions with area firms to consider redevelopment projects.

Discussion with NH DOT to acquire portions of the Westboro Railyard have been underway since at least 1999. The City provided a $287,000 in-kind contribution for the demolition of the decrepit railyard buildings which occurred in 2022. Negotiations continue with NH DOT to acquire a portion of the railyard and develop it into a recreational area.
