Migrate Public Works (City Engineer) Permitting Processes to OpenGov

Objective

Migrate all Public Works permitting and licensing processes to OpenGov, aligning them with Planning and Development's building permit process. This will streamline applicant access and improve internal coordination through a unified permitting portal.

Current Status

At the start of 2024, Public Works used a mix of paper-based and email-driven permitting processes, with staff manually entering the paper applications into our BS&A system. In 2024, a Lean workshop was held to map out and streamline the sewer use permit processes. City Code was updated to reflect the new process.

In 2025, the department began transitioning its permit processes to OpenGov.

The major permits were completed in Q1, and we continue to bring in the last permits in Q2. The task should be completed by Q2.

Water and sewer, driveway, excavation, and a new Utilities Connection permit have been uplifted and are now available in the OpenGov portal.

Other permits to be migrated include Floodplain, Industrial Wastewater Survey, Water Abatement, Pole Licensing, Accident Report, and other miscellaneous forms to be determined.

As part of this process, it should be noted that finance is involved in a process that allows daily OpenGov financial exports to be imported into our financial software. This process takes coordination between the department and finance.

Another major part of this task is updating the website to create public-facing guidance and ensure all information is accurately reflected.

Migrate Fire Department permitting process to OpenGov

Objective

Migrate the Fire Department's permitting, licensing, and inspection processes to OpenGov to streamline workflows, improve tracking, and enhance public transparency. All fire-related applications, permits, and inspection requests are to be made available online through OpenGov, with automated inspection scheduling and status tracking implemented.

Current Status

The current process is a hybrid system that includes paper forms, email communications, and manual logging of inspections in the department’s inspection software.
