7.4.1 Develop a Trail Condition Index (TCI) and establish minimum standard

Develop a maintenance needs assessment and maintenance plan for the Mascoma Greenway and NRT to include bridges, drainage and slope maintenance.
7.4.2 Develop a trail maintenance plan in order to ensure that TCI of MRG and NRT is maintained to the standard

Finalize negotiations with NHDOT to discontinue the section of RR property from Glen Rd. to Riverside Park in 2023. Initiate proceedings with the Federal Surface Transportation Board to discontinue this section of RR in 2023. Complete process with the STB by July of 2024. Execute an agreement with NH DOT to add this section to the rail trail agreement adding this section to the MRG NLT December 2024.
7.4.4 Expand greenway system by developing new segments to the existing Mascoma Greenway and NRT in order to allow for end to end City access by alternative forms of transportation.
